Description:Function to check whether a string is a valid (float) number. This function will check for the + and - signs at the beginning and allows for decimal places also. If the string contains more than one decimal place, or if the first character is a decimal place, then it returns false (you can optionally change the function so that the string ".123" is valid, but in this version you would need to make sure that it is of the format "0.123"
